David Bill Councillor Member - Leicestershire County Council

How members are appointed
Independent members are recruited from the communities of Leicester, Leicestershire and Rutland. When vacancies occur an advert is placed in 2 or more newspapers circulating in this area and also mentioned on the vacancies page of this website. A guide issued by the Association of Police Authorities which describes the process for appointment and gives an insight into the role and responsibilities of being an Authority member is in the Resources - Library section of this website. Councillor members are appointed by a Joint Committee made up of councillors from Leicestershire County Council, Leicester City Council and Rutland County Council. It is convened when a vacancy occurs or after local elections of those bodies to ensure the political balance on the Police Authority coincides with the political balance across those 3 councils. From time to time the Authority also appoints other individuals to roles. A list of the people and their role is found in the Resources - Library section of this website.
