Leicestershire Police Authority Three Year Policing Plan 2009-12

About this planIt is a statutory duty of the Police Authority to produce a strategic plan which identifies the Constabulary's priorities and objectives over a three year rolling cycle. The plan is prepared by the Chief Constable and agreed by the Police Authority. In setting our priorities we have taken into account the National Community Safety Plan which incorporates the strategic policing priorities laid down by the Home Secretary and Public Service Agreements (PSAs) which are the Government's high level public service objectives. The plan also recognises the Policing Pledge as a very public promise to the people of Leicester, Leicestershire and Rutland as to what they can expect from us in terms of service.  The plan also takes into account targets set by Local Authorities under the new Local Area Agreements. (LAAs)

The Authority is committed to ensuring that the concerns of the public are addressed and that continuous improvement is made in the delivery of policing services across Leicester, Leicestershire and Rutland. Local priorities have been identified through a broad range of public consultation undertaken by both the Police Authority and neighbourhood policing teams.

The Home Office will assess the Force on the target of  public confidence - the extent to which the people of Leicester, Leicestershire and Rutland think that police and local councils respond effectively to their concerns about crime and anti social behaviour locally.

The strategic plan also incorporates the lessons learned from national guidance and the regular inspections carried out by Her Majesty's Inspectorate of Constabulary.

The format of the plan has been written to reflect the structure of the national police analysis framework known as APACS (Analysis of Policing and Community Safety). Click on the links below to find out what we will be doing in each area over the next three years.

We will work closely with Her Majesty's Inspectorate of Constabulary as they continue to develop their plans to introduce a 'rounded assessment' of the Force later in the year. This assessment will rely both upon indicators from within the APACS domains and other qualitative judgements based upon inspection and other contextual information. 

To support the delivery of this plan Chief Officers and the Police Authority have agreed three strategic objectives which provided guidance for setting the budget. These objectives are in turn reflected in more detail within each of the force and departmental targets throughout this document.

  • To deliver the Government Public Service Agreements and Departmental Strategic Objectives, specifically the Strategic Policing Priorities and Criminal Justice Business Plan.
  • To develop the Force's capacity through working with the Forces and Police Authorities of the East Midlands to better deliver protective services.
  • To maintain and develop the Force's infrastructure and human resources to support the delivery of effective and efficient policing services.
