Partnership & Engagement
Crime and disorder is most effectively addressed through partnership working. 2009-10 will see Leicester, Leicestershire and Rutland Local Authorities establish Local Area Agreements (LAAs). These are three year strategic partnership agreements which enable the pooling of resources to resolve agreed local priorities.
We will work closely with our partners so that we can draw upon their experience and knowledge to contribute to the confidence agenda.
The 1998 Crime and Disorder Act placed a statutory duty on public agencies to work together to prevent and reduce crime, disorder and anti-social behaviour. There are nine Crime and Disorder Reduction Partnerships (CDRPs), in our policing area, who work in support of LAAs to deliver positive action against identified objectives. CDRPs are made up of partners to include police, police authority, local authorities, fire and rescue and the primary care trust along with various local voluntary organisations.
We recognise that the effect of anti-social behaviour and disorder on communities can be damaging and over the next three years we will explore opportunities with local authorities and other partners including the voluntary sector ensuring that joint activity takes place to tackle the risk to the wider community.
We will continue to build links with the community through our neighbourhood teams. We will target our community consultation and further develop our Key Individual Networks (KINs) ensuring that they are truly representative of the area we police and that local communities are fully engaged in local policing.
It is important for us to understand the impact that new and emerging communities can have on social cohesion and consider how we need to adapt the services we deliver. Using new and existing resources we have monitored the development of communities and we will reflect these changes throughout our locally produced ‘Neighbourhood Profiles' and through the Partnership Strategic Assessment which is produced by the Force and community safety partners. We will focus on combating alcohol and drug related crime and disorder and in particular issues which affect people's quality of life such as acts of vandalism and arson.

Roads Policing
The primary function of the Roads Policing and Serious Collision Investigation Unit is the promotion of road safety within Leicester, Leicestershire and Rutland. We are working towards reducing the number of people killed or seriously injured on the roads in line with the national targets set for 2010 and those anticipated to the be set beyond that point.
A key element of road safety remains the enforcement of speed legislation and close working relationships with local Councils and National bodies in relation to road design. This is managed through the Traffic Management Unit which also supports Beat Officers with the provision of speed camera enforcement and educational campaigns.
We also have a critical role to play in denying criminals the use of the roads and this area of business will continue to develop over the coming years with enhanced linkage between the Force Intelligence Bureau and special assets within the Road Policing Unit specifically Automatic Number Plate Recognition.
