Leicestershire Constabulary is committed in its determination to drive down crime and continue to make Leicester, Leicestershire and Rutland a safe place to live, work and visit.
Serious Acquisitive Crime
We will continue to target criminals who commit high levels of serious acquisitive crime (burglary, robbery and vehicle crime). We will use advancement in technology to meet and support the challenges to build a safer community.
We will continue to work with planners to ensure crime is designed out of new developments. We will target vulnerable areas that the public and our partners have identified to reduce crime. We will carry out planned enforcement operations aligned to seasonal changes and emerging risk
We will link into customer satisfaction by listening and reacting to feedback from the public and our partners.
Key to our success will be the continued support and engagement of the public through Neighbourhood Watch schemes and the use of Crimestoppers.
Criminal Justice
In conjunction with our partners and through the Local Criminal Justice Board (LCJB) we are committed to bringing offenders to justice. Over the next three years we will increase the efficiency, effectiveness and timeliness of the investigative, charging and court processes. We will reduce the time it takes to bring offenders before the court and for proceedings to be finalised.
Our focus will be on reducing the number of young people who enter into the criminal justice system, reducing re-offending rates, introducing alternative local resolutions (restorative justice), reducing bureaucracy and working to the guidelines of the witness charter
We will build on our commitment to maintain strong and confident neighbourhoods working with the LCJB to rollout Force wide a programme of 'community justice'. In essence this promotes police and partners, working with victims and offenders, to agree proportionate and effective local resolutions to community problems. This shift to community justice is balanced with an increased commitment to ensure that victims of serious offences are better protected and offenders who commit serious crime are brought to justice quickly.
We will continue to develop our Prolific and Other Priority Offender (PPO) management programme targeting the small number of criminals who commit the majority of offences and we will ensure we use the full range of additional criminal justice sanctions. We will continue to support the Multi Agency Prolific and Priority Offender Management (MAPPOM) programme which takes the worst core crime offenders from across Leicester, Leicestershire & Rutland and ensures that early and robust interventions are delivered and that these individuals can access a variety of services to prevent re-offending.
We will build on the success of our Drugs Intervention Programme (DIP), which is designed to provide drug users who are arrested for acquisitive crime offences anywhere in Leicester, Leicestershire and Rutland with appropriate treatment intervention. A proactive approach to all schemes will meet the need to tackle all offenders reducing crime and improving public confidence. A new programme for High Risk Young Offenders will be developed.
We will also build upon our CJSSS (Criminal Justice Simple Speedy Summary) process successes and introduce the Streamlined Process to free up space and reduce bureaucracy for Police Officers and Police Staff.
Tackling Violence
Leicestershire Constabulary will take positive action against any behaviour motivated by hatred of any group in society. We will deal promptly and effectively with victims, bring offenders to justice and wherever possible reduce the fear of hate crime.
In conjunction with Leicester, Leicestershire and Rutland Crime and Disorder Reduction Partnerships (CDRP) we will pilot a dedicated domestic violence court aimed at providing better support to victims and witnesses of domestic abuse and we will continue our policy of positive intervention.
We will continue to work with our communities, stakeholders and licensees to target violent crime and the disorder which can be associated with the night time economy. We will make the best use of legislation and carry out covert ‘test purchase' operations and alcohol confiscation campaigns. We will work closer with Crime and Disorder Reduction Partnerships and licensing committees to have a tiered approach to alcohol campaigns.
