Police and Crime Commissioners
In the Police Reform and Social Responsibility Act the Government has set out plans to introduce Police and Crime Commissioners and that Police Authorities will be abolished. The Government are introducing this new arrangement as it believes that the public will be better served by someone who is directly elected.
The first elections will be held in November 2012 and a single Commissioner will be elected for each force area for a four year term.
The Government outlines five key roles for the role of the Police and Crime Commissioner as:
- representing all those who live and work in the communities in their force area and identifying their policing needs
- setting priorities that meet those needs by agreeing a local strategic plan for the force
- holding the Chief Constable to account for achieving these priorities as efficiently and effectively as possible
- setting the force budget and setting the precept
- hiring and if necessary dismissing the Chief Constable
The Commissioner will be overseen by a new Police and Crime Panel which will primarily consist of representatives of all Local Authorities in a Force's geographical area. The Panel is intended as a check and balance on the Police and Crime Commissioner, rather than on the Force itself.

Policing Protocol
The Protocol sets out how the new policing governance arrangements will work. It clarifies the role and responsibilities of police and crime commissioners, the mayor's office for policing and crime, chief constables, police and crime panels and the London assembly police and crime panel. It outlines what these bodies are expected to do and how they should work together to fight crime and improve policing. -
Shadow Strategic Policing Requirement
The Home Secretary has published a non statutory 'Shadow Strategic Policing Requirement' (Shadow SPR), which sets out her view (as Home Secretary) of the national threats that the police must address and the appropriate national policing capabilities required to counter those threats. This is a statement of the collective capabilities that police forces across England and Wales will be expected to have in place in order to protect the public from cross-boundary threats such as terrorism, civil emergencies, public disorder and organised crime. The 'Shadow SPR' does not, at this stage, have statutory effect, but policing partners are strongly encouraged to have regard to it when exercising their responsibilities and to use this as an opportunity to test and learn from it before the statutory SPR is issued next summer. Both police and crime commissioners and chief constables will be required to have regard to the 'Strategic Policing Requirement' from November 2012 in their planning and resource allocation. -
Transition Governance Framework
The purpose of this document is to define the Leicestershire Police and Crime Commissioner (PCC) Transition Governance Framework (TGF), to form the basis for its programme management arrangements.
